Suppose I asked you to meet me at a specific restaurant at noon on Monday. You would have all the information you need to fulfill that vision in my one question: the time, the date, and the destination. How you reached that destination, though, would be up to you.
To get to the restaurant you might choose to travel through downtown. Or you might take the freeway to the nearest exit ramp. You could even take a third route weaving through side streets to avoid most of the heaviest traffic. It wouldn’t matter to me how you got there. Once we agreed on where and when to meet, you would have the freedom to plan your own route.
Of course, there would be some values that would affect your decision. Budget limitations would prevent you from taking a helicopter. Ethical imperatives would deter you from driving 75 miles per hour through downtown. A moral code would prevent you from stealing a car to get there. Aside from those general guidelines, you would be free to arrange the trip in whatever way seemed best to you.
Here is the point of application. An organization must clearly define both its vision and its values so that people will be free to enact the vision.
